Africa: A Common Market

<p> The recent Organization of African Unity meeting in Abuja,
Nigeria will probably go down in history as the summit at which
the idea of an African Economic Community (AEC) became a
reality. Individual heads of state highlighted the need for a
concerted approach to African economic problems. Europe's
ongoing integration and the disturbing reality of the new world
order call for a collective response from African states to
insure that the continent does not remain marginalized and
exploited.

<p> The AEC will not offer any miracle cures; however, the
economic-community ideal will be achieved within 34 years. The
first five-year period should see the strengthening of existing
regional economic communities. A period of eight years is
envisaged for the stabilization of existing tariff barriers,
non-tariff barriers, customs duties, and internal taxes in each
of the regional communities. A free-trade area is expected to be
created eventually, and a common market with a common policy on
agriculture and tariffs and duties is to be established.

<p> Outgoing World Bank President Barber Conable, in support of
the provisions of the treaty, said that the World Bank "would do
everything in its power to support the realization of [the AEC]
objectives." Conable expressed his own frustration at the
shortcomings of past regional integration problems: "I must
admit that I find it difficult to comprehend why there are so
many roadblocks between Accra and Lagos or between Dakar and
Abidjan. Why is it so difficult for a businessman to transport
his goods from Mombasa to Kampala and from Dar es Salaam to
Lusaka?"
